The Goals, Questions, and Metrics of User Stories

Every story should be an explicit Goal. "What do we want to achieve?" instead of "What do we want to do?"

There should be explicit Questions that can determine whether the Goal has been achieved.

There should be Metrics that answer the Questions.

Specification in the form of tests implement the Questions while the test results are the Metrics.
